Technical Advisory Committee
October 10, 2002


Members: Jacques Borcoche, Greg Cappiello, Margaret Crisler, Eric DeLong, Dick Forde, J. Gross, Dick Gumbel

Mr. Gumbel called the meeting to order at 7:05pm at the SAU building.

Mr. Gumbel initiated the election of new officers for the TAC. Mr. Borcoche was nominated for Chairman by Mr. Gross, seconded by Mr. Cappiello. Mr. Borcoche was elected unanimously. Mr. Cappiello was nominated for Vice-Chairman by Ms. Crisler, seconded by Mr. Forde. Mr. Cappiello was elected unanimously. Mr. Cappiello also volunteered to record meeting minutes in lieu of electing a Secretary.

Mr. Borcoche called for a discussion on the status of the town web-site. The web-site was deemed satisfactory by town officials and the subject closed. Mr. Forde was excused from the meeting.

Mr. Borcoche and Mr. DeLong updated the group on the status of the phone system replacement and upgrade. Mr. DeLong explained that the insurance on the damaged phone system would cover a new PBX and the addition of another T1 line to service the town needs. This new line would provide two new data channels for the police station. Cost savings for the town may be realized by the deletion of existing POTS lines. Mr. DeLong explained some of the new features of the PBX system such as caller ID and 100 Direct Dial digital ID's. Phone service billing may still be segregated by department to realize a 40% discount for the library and school system usage.

Mr. Borcoche and Mr. DeLong expressed some frustration with the timeliness of Elcom, the PBX system integrator provided by the insurance agency.

Next on the agenda, Ms. Crisler discussed some of the desires of the transfer station manager, Dick Polsen, for system upgrades to improve efficiency.

  • Keep citizen use free, but limit ability to loan out demolition waste cards.
  • Citizen would have to go with contractor to dump demolition waste.
  • This would prevent unauthorized commercial dumping.
  • Establish contracts with commercial trash pick-up agencies to compensate town for waste disposed and limit out-of-town dumping.
  • Investigate establishment of an access control system using an electronic ID card issued to town citizens.


Mr. DeLong will discuss with Mr. Polsen to further determine his needs. The TAC will look into RF ID tagging systems. Issue will be discussed in future TAC meetings based on research and further input.

Ms. Crisler informed the TAC of a NH municipal association seminar on town and state government information systems. The meeting will be held November 22 in Manchester and is open to town officials and employees only. Cathy Davis is the contact for registration.

Mr. Gross updated the TAC on the status of the Adelphia broadband rollout schedule. The target date for completion is the end of November. There have been interim delays of two-week duration due to the Adelphia bankruptcy. Mr. Gross outlined the equipment at the Adelphia network operations center (NOC). Two fractional OC-3 fiber optic lines serve as the Internet trunk line, most likely in a redundant SONET loop configuration. A full OC-3 line can provide 155 MBPS data rate, for reference. This is the line from the Internet backbone into the Adelphia NOC.

The number of households on a fiber node from the Adelphia NOC to the neighborhood distribution sites is 50 to 100 in the new system. This is the number of homes that will share the bandwidth on a fiber to the NOC. This should provide high quality cable modem service when brought on-line. Typical values of homes-per-node were 300, two years ago.

Mr. Gumbel moved to adjourn the meeting, seconded by Mr. Gross. Passed unanimously. Meeting adjourned at 8:25 PM.

The next WTAC meeting will be held at the SAU Building on November 14, 2002 and will start at 7:00pm.
