MEMBERS PRESENT: Carolyn Webber, Margaret Crisler, Galen Stearns (arrived after the DOT Hearing) and Roger Hohenberger. Christopher Doyle was excused. David Sullivan, Town Administrator, was also present. Meeting commenced at 4:00 pm.

DOT PUBLIC HEARING: The Department of Transportation held a public information meeting to explain proposed plans for Exit 3 due to the Interstate 93 expansion from Salem to Windham. A Public Hearing will be held on August 28th at the Windham Town Hall at 7 pm to discuss this project.

NON-PUBLIC SESSIONS: Mr. Hohenberger moved and Mrs. Crisler seconded to go into non-public session in accordance with RSA 91-A:3, IIc and e. Roll call vote - all members - yes. The Board and Mr. Sullivan were in attendance.

Mr. Hohenberger motioned and Mrs. Crisler seconded to approve a refund in conjunction with a burial. Passed unanimously.

The Board discussed a possible Board of Adjustment appeal.

HIGHWAY AGENT: Mrs. Crisler motioned and Mr. Stearns seconded to approve the promotion of Jack McCartney as Highway Agent effective September 3, 2001. Passed unanimously. Mr. McCartney will replace Wayne Bailey, Interim Road Agent.

CAPITAL IMPROVEMENTS PROGRAM (CIP): The Board approved the following items to be recommended to the CIP for funding.

Roads	Increase from $100,000 to $200,000 annually
Loader	$85,000 in 2002
Bridges	Castle Hill Bridge $290,000 in 2003 (Net cost to Town of $60,000 after 80% reimbursement)
Bartley House	$50,000 in 2004 and $50,000 in 2006
Griffin Park	$570,000 in 2003

OTHER BUSINESS: A request was received from Kids College, a not for profit education program for gifted and talented children in NH, to use Searles Chapel as a non profit Town group on September 29th. The Board agreed to grant this request with proof from their charter indicating the group is based in Windham.

Mr. Hohenberger motioned to adjourn. Mr. Stearns seconded. Meeting adjourned at approximately 8:30 pm.
