BUSINESS:Mr. Rouillard motioned to accept, as written, the minutes of October 14, 1998 and Mr. Morris seconded. Passed 7-0. Mr. Rouillard motioned to accept, as amended, the minutes of October 21, 1998 and Mr. Wilder seconded. Passed 7-0.
CORRESPONDENCE:Memorandum received from the Conservation Commission regarding a site walk of the Lamplighter Village, Saturday, October 31st, at 8:00 A.M. Received the October issue of the Town & City. Mrs. Crisler informed the Board of the upcoming NHMA Conference & Exposition.
Mr. Gattinella questioned the vote on the DJR site plan impact studies and whether there needed to be a formal vote at the public hearing. Mr. Turner conveyed legal counsel, Atty. Campbell, deemed this normal procedure but the Board could vote again at the public hearing if they so chose.
Mr. Gattinella supplied the Board with material on the Groundwater Protection Act. This information will be available at the Planning & Development Offices.
The Board and Mr. Gattinella discussed the policy for contacting town counsel and the Board's policy on excusing oneself from a particular public hearing. The Board consensus was to continue to contact town counsel through Mr. Turner with the consent of the Board.
Mr. Rouillard reported on the joint meeting with the Conservation Commission concerning new storm water technologies.
Mr. Dubay reported on the recent CIP Committee meeting. The Committee discussed the changing of the rate from $1.40 to $1.75 per $1,000.00 of assessed evaluation for capital improvements. The next CIP meeting will be November 10th, SAU Building, at 7:00 P.M.
ZONING AMENDMENTS - WORKSHOP
Mr. Turner presented the Board with proposed amendments to the Windham Zoning Ordinance and the Windham Zoning Map. The amendments included, allowing public utility structures in all districts, refining the tower section of the ordinance, defining information needed for a W.W.P.D. permit, clarifying the method of placing a W.W.P.D. on a parcel, creating new zoning districts, i. e., the Village Center District, Performance Zoning District, and Lake and Pond Protection District. Mr. Goldstein motioned to continue the amendments on W.W.P.D., # 9 and 15, to a separate workshop. Mrs. Crisler seconded. Passed unanimously.
Mr. Karl Dubay, of TF Moran Engineers, Inc., assisted Mr. Turner with the proposal for the Village Center District. The consensus of the Board was to bring in the property owners and have another meeting.
The Planning Board will hold a workshop on proposed zoning amendments November 11, 1998, 7:30 P.M., at the Planning & Development Building.
