BUSINESS:Mrs. Crisler motioned to accept, as amended, the minutes of July 15, 1998 and Mr. Morris seconded. Passed 4-0. Discussion followed on the minutes of July 22, 1998. The tape will be reviewed for the approval conditions on the Castle Reach Subdivision & Site Plan and discussed at the August 5, 1998 meeting.
CORRESPONDENCE:The board reviewed a request for proposals complied by Mr. Turner for impact studies related to the adult entertainment facility proposed for Route 28. Mr. Turner will bring the proposals submitted to the next meeting.
Site plan bond for Lot 12-A-2, 55 Searles Road, in the amount of $200.00, and owned by Ms. Ann Gringeri. Mr. Turner recommended the release of this bond as the driveway work has been completed and inspected. Mrs. Crisler motioned to release the bond of $200.00 for lot 12-A-2 and Mr. Morris seconded. Passed 4-0.
Mr. Turner recommended the partial release of the road bond for Bayberry Road off-site improvements, in the amount of $15,000.00. The amount released is the town's portion of the design being drafted by the NH DOT for the Langdon/Range Road intersection. This item was discussed and approved previously and the chairman signed the paperwork.
Mr. Turner recommended the acceptance of a site plan bond for lot 8-C-1, 105 Route 28, owned by Mr. Richardson, in the amount of $500.00. This bond would cover the cost of landscaping. Mr. Morris motioned to accept the bond in the amount of $500.00 for lot 8-C-1 and Mr. Gattinella seconded. Passed 4-0.
Memo received from Windham Cable Television concerning meeting coverage. The Studio Coordinator offered the use of the new studio. Discussion followed on the size and feasibility of storage and viewing of tapes. This item was tabled.
Letter received from Mr. Thomas Case regarding his membership on the Rockingham Planning Commission. Mrs. Crisler motioned Mr. Case should continued as representative to the Rockingham Planning Commission, and Mr. Morris seconded. Passed 4-0.
Letter received from Bedford Design Consultants requesting a site walk with the Board on lot # 11-A-50, Sovereign Realty Trust Site. This item was tabled until the next meeting.
Notice received from the MPO regarding the cancellation of the TAC meeting of July 31, 1998. Long range transportation plans will be available at the Windham Library.
The Office of State Planning sent a copy of the report on the status of municipal planning and land use regulations.
Mr. Turner reported he attended a meeting with the NH DOT, the Windham Board of Selectmen and the Salem Board of Selectmen. The topic was the proposed expansion of Wal-Mart and the off-site improvements needed. Windham will request a 4-way at the Route 28/Route 111 intersection.
CAPITAL IMPROVEMENTS COMMITTEE MEMBERSHIP:Mr. Gattinella motioned to reappoint Mr. Morris as a member of the CIP Committee and Mrs. Crisler seconded. Passed 4-0. The Selectmen member is Mr. Charles McMahon, with Mr. Stearns as alternate. The Board will send letters to the School Board requesting a delegate. Mr. Dubay will send a letter requesting Mr. Ronald Coish remain a member with a term expiring in 2002.
MASTER PLAN SURVEY - WORKSHOP
The Board discussed the results of the master plan survey in relationship to the land use section of the master plan, currently being revised. The survey results expressed a desire to develop restrictions for the watersheds of Cobbetts Pond, Canobie Lake and Rock Pond. Mr. Turner will draft the zoning issues. Mr. Morris discussed the funding of open space and the possibility of encouraging the state to buy land to protect the watershed.
PROCEDURES - WORKSHOP
The Board discussed time limits of items on the agenda and a reorganization of the checklists for subdivisions and site plans. Mr. Turner will review the checklists.
