Mr. McLeod opened the meeting at 7:30 p.m. Mr. Dennehy replaced Mr. Kolodziej on the Board
Public Matters:
Discussion of the posting of notification of Planning Boards Water Workshop to be held on June 11th. Mr. Morris motioned to approve the notice and advertise the workshop in the Windham Independent. Seconded by Ms. Skinner. Motion passed 7-0.
Discussion of current condition of the washed out section of No. Lowell Rd. The road is a wetlands violation. Staff will address the issue.
Master Plan Process Presentations
Sea Consultants provided the Board with a slide presentation of master plan development process including building on the 2000 Master Plan, securing a high level of public support through a facilitated process, identifying economic development opportunities, working with existing town infrastructure, natural resources, open space, I-93 impacts and recreation facilities.
Fougere Planning and Development, Inc. provided the Board with background information of the company and its experience in community wide services, site plans, land use regulations, housing and road systems and affordable housing. Master Planning process included using current 2000 Master Plan as a springboard, working with other consultants, utilization of a survey process, community gathering and the facilitation process, effects of current and future growth and heavy reliance on Planning Board input.
RKG Consulting provided the Board with resume of experience in land use, planning, financial development and marketing. References included Nantucket Land Council, Pease vacated Airforce Base and participation in the N.H. Committee on Sprawl. Tools to be used in Master Plan development include data base mapping systems, GIS, pamphlets and general public meetings to solicit public input, etters to stakeholders and utilizing data that is already available.
The Board discussed working toward an RFP. Staff will draft an RFP and check with Dave Sullivan on the funding mechanisms.
Mr. Hohenberger made a motion to adjourn. Mr. Dennehy seconded. Passed 7-0. Meeting adjourned 11:10 pm.
