Mr. McLeod opened the meeting at 7:30 pm.
OLD BUSINESS:
Spruce Ponds minutes of 3/5/03 to amended based on the Board’s concern to make a connection to Derry and it is the consensus of the Board that we are waiting for a connection to Derry and the Board is in favor of having a road network as long as there is a connection and a connection to Depot Road is made. The Board is generally in favor of the proposed conceptual road layout based on the 1/10/03 presentation.
NEW BUSINESS:
Mr. Morris announced that a discussion of the Salem-Concord Bike Feasibility Study will be held on April 1st at 7:00 p.m. in the Windham Town Hall, and that HB420 passed on March 25, 2003 making Rockingham Trail seasonal. The proposed Windham portion of the bike path will run from No. Lowell Rd. to Windham Depot Rd.
Annual posting for volunteers for Alternates to the Planning Board will be printed in the Windham Independent.
PUBLIC MATTERS
Goals and Objectives
Discussion - HDC is in transition and needing coordination with the Planning Board because it is an ordinance. Staff will send HDC a letter reminding them to translate their guidelines into ordinance language.
Discussion of Electronic Submission of Plans and purchase review software. Planning Department will be getting “permit” software on-line and is trying to get funding for next year.
Discussion of Master Plan update process and funding it in CIP. Staff to prepare RFI and RFP. Discussion of Londonderry’s process of a steering committee as a way of keeping the town involved. Nashua’s process is going from neighborhood to neighborhood.
Discussion of Board priorities included funding consultants to perform a one year study, sewer lines, time lines established to speed up process, drainage design, WWPD provisions and better communication with Conservation Commission. Provide for liaison reports from Conservation Commission and BOS.
First Tier Priorities: Economic Development, Master Plan update.
Staff will research Growth Management and timing, Elderly Housing in VCD, Gateway revise design guidelines with Karl Dubay assistance.
Mr. Hohenberger will research impact fees for Public Safety and Ms. Prendergast will research Recreation, Ms. Prendergast, Mr. Hohenberger and Mr. McLeod will research Schools.
Second Tier Priorities: Potential rezoning along Rt. 111 and Kendall Pond Road as depicted on Map 8-2 of the Windham Master Plan. Late summer schedule for a workshop with owners.

Discussion of catch basins. Motion by Mr. Morris to move catch basin cleaning and bonding sub-division regulations to April 23rd meeting. Seconded by Ms. Skinner. Passed 6-0.
Motion by Ms. Skinner to amend sub-division regulations recommended by staff restricting activities within WWPD. Seconded by Ms. Maloney. Passed 4-0-2 (Hohenberger, Prendergast)
Motion by Ms. Maloney to adjourn. Seconded by Ms. Skinner. Passed 6-0. Meeting adjourned at 10:45pm.
