Mr. McLeod opened the meeting at 7:30 pm. Ms. Prendergast replaced Mr. Kolodziej and Mr. Dennehy replaced Mr. Morris.
Mr. McLeod discussed the results of the March 11, 2003 election and announced that the recount period ends on Tuesday, March 18, 2003. The Old Board will sit until the next meeting. Wednesday, March 19, 2003 new Planning Board officers will be sworn in.
MINUTES:
Minutes of February 19, 2003 meeting. Motion by Mr. Hohenberger to approve February 19 meeting minutes as amended, seconded by Mr. Dennehy. Approved 4-0-1. Ms. Maloney abstained.
Minutes of March 5, 2003. Motion by Ms. Maloney to approve as read, seconded by Ms. Prendergast. Approved 5-0.
PUBLIC MATTERS:
ZBA Appeal of Administrative Decision of WWPD
Discussion of ramifications if decision is overturned. Mr. Turner, distributed two letters to the Board: 1) a letter to Mr. Gary Spaulding, SFC Engineering Partnership regarding interpretation of section 601.4.5 Town of Windham Zoning Ordinance and requested Board support and input; and, 2) draft letter to the ZBA. Discussion ensued regarding additional items to include, but are not limited to, terminology and definitions thereof, and identification of the most recent pertinent cases to demonstrate consistency in the decision making process. Mr. Turner will revise letter and history of decisions and run it by the Board on March 19 for comment before sending.
Site Plan and Subdivision Regulations Amendments
Issues discussed included silt fences, provisions for their removal, detail for shallow pipes, identification of significant natural features via 4x6 photos (2 sets) taken every 50, and driveway profiles.
Discussion of roads items including construction materials and methods, clarification of beginning and ending points of cul-de-sacs, profile of turnabouts and sidewalks on a 24 road.
Catch Basin Cleaning
Discussion of scheduled cleaning with first cleaning to be completed by June 1, 2003, cleaning frequency, and cleaning schedule. The Board concurred that catch basin cleaning to occur at a minimum of two times per year, during June and October, or as directed by a town representative, and also within 30 days prior to acceptance of a road and/or final bond release.
Next workshop scheduled for Wednesday, March 26, 2003.
