HIGHWAY SAFETY MEETING

May 9, 2002

 

On May 9, 2002 , the Department Heads discussed the following request for highway safety improvements and made the following recommendations.

Attendance: David Sullivan, Chief Bruce Moeckel, Chief Steve Fruchtman,  Eric DeLong, Marija Sanderling, Dave Poulson, Jack McCartney, and Al Turner, Al Barlow, Rex Norman.

PLANNING BOARD PLANS:

Radial Property, LLC, Ledge Road

  • Proposal by developer to expand lot behind existing property was reviewed for potential Highway Safety Issues.

  • After discussion, motion by Mr. Moeckel that Expansion of Construction lot presents no apparent safety issues at this time.  2nd Mr. Poulson. Passed unanimously.

Heritage Hill Acres

  • Mr. Sullivan reviewed previous HSC minutes concerning this plan with committee.

  • Motion by Mr. Fruchtman, restating initial recommendation of Highway Safety Committee to place a stub road as described in the Oct. 25th, 2001 meeting (see attached minutes) 2nd Mr. DeLong. Passed unanimously.

  • Motion to place 4-way stop intersection at Heritage Hill and Timberlane Roads, 2nd Al Barlow. Passed 8-1-1

  • Motion by Mr. Fruchtman to place stop sign at Ryan Farm Road where it intersects with Timberlane Road . 2nd Mr. DeLong. Passed 9-0-1

  • Motion by Mr. Delong to recommended HSC standard of 28’ road widths, curbing, and closed drainage on new roads in subdivision. 2nd Mr. Fruchtman. Passed unanimously.

Hadliegh Woods Subdivision

After a brief overview presented by Mr. Turner the following motions were made:

  • Motion by Chief Moeckel to make exit to Route 28 from Flat Rock Road directly across from Gordon Rock Road .  2nd Mr. DeLong. Passed unanimously.

  • Motion by Mr. Fruchtman to ask that Flat Rock road be connected to Bissell Camp Road , 2nd Mr. Turner. Passed unanimously.

  • Motion by Mr. Delong to recommended HSC standard of 28’ road widths, curbing, and closed drainage on new roads in subdivision. 2nd Mr. Norman. Passed unanimously.

Nasser Orchard Subdivision

After review of plans, the following motions were made:

  • Motion by Mr. Delong to recommended HSC standard of 28’ road widths, curbing, and closed drainage on new roads in subdivision, as well as on Governor Dinsmore Rd Extension. 2nd Mr. Norman. Passed 7-3 (Mr. Moeckel, Mr. Turner, and Mr. McCartney opposed)

  • Motion by Mr. Fruchtman to extend a public “right-of-way” at end of McIntosh Hollow Road for purpose of a future connection to Stonehenge Road, with the proposed cul-de-sac being defined as temporary. 2nd by Mr. Norman. Passed 7-3 (Mr. Sullivan, Mr. McCartney and Mr. Barlow opposed)

  • Motion by Mr. Fruchtman to Change name of Gov. Dinsmore Road (extension) pursuant to 911 Emergency response regulations. Name to be determined by Planning Board or others,  2nd Mr. Turner. Passed unanimously.

  • Motion by Mr. Fruchtman, to have developer clear the remaining section of the town right of way off of Governor Dinsmore Rd to make it passable for emergency vehicles and to install a gate with nox lock, 2nd Mr. McCartney. Passed unanimously.
