HIGHWAY SAFETY MEETING

January 31, 2002

 

On January 31, 2002 , the Department Heads discussed the following request for highway safety improvements and made the following recommendations.

Attendance: David Sullivan, Chief Bruce Moeckel, Chief Steve Fruchtman,  Don Messier, DFC, Pat Yatsevich, Eric DeLong, John Barrett, Dave Poulson, Jack McCartney, and Al Turner.

PLANNING BOARD PLANS:

Bissell Camp Road – B. Harvey

  • Mr. Fruchtman moved to recommend that the “public road” shown on the plans be extended to the end of the developers land and to end in a hammer head fashion. The new public road created to be 28’ wide with curbing and closed drainage. The intent of the recommendation is to allow access for safety vehicles and provides the infrastructure for future development. Mr. DeLong seconded. Passed unanimously.

HIGHWAY SAFETY ISSUES:

Abdinoor Easement – over Armstrong Rd from Walkey Road

  • The Committee reviewed the plans submitted by the Selectmen showing the location of a 20’ X 60’ easement across town owned lot 17-I-49 on Armstrong Road . Said easement was approved by the 2001 town meeting to allow Mr. Abdinoor to construct an access from Walkey Road (a private way) through his property on to Armstrong Road . The easement is conditioned on Mr. Abdinoor maintain his property as either a farm and or golf course. The Committee was asked to review the location of the access easement and to comment on any issues.

  • Mr. Turner moved to support the location of the easement as shown on the submitted plans feeling that the access provides an improved access for safety vehicles. Mr. McCartney seconded. Passed unanimously.

NO Passing Zone on Rte 111 in area of Transfer Station

  • Request submitted by D. Poulson, Transfer Station Manager. 

  • The consensus of the Committee was that this area has been reviewed by the State on at least two or three separate occasions in the last few years and in each instance could not support eliminating the zone. As development continues in the area, the Committee will periodically review for possible action at that time.

Roulston and Searles Road – Request to review site distance at intersection

  • Request submitted by C. Miller of Mockingbird Hill Road .

  • This request was reviewed at the 1/17/02 meeting and tabled until this meeting. After discussion the Committee agreed to have Mr. McCartney, Highway Agent, to follow up on improving site distance as he deemed necessary, working with the abutters in terms on any brush/tree removal.

Mitchell Pond and Partridge Road   – Request to lower speed limit to 25 MPH

  • Request submitted by D. Dufault 

  • This request was tabled on 1/17/02 for further review. Mr. DeLong moved to deny the request due to lack of evidence to support reducing speed limit in the area. State law requires prima facie evidence (speed surveys) to lower speed limits to 25 mph. Mr. Fruchtman seconded. Passed unanimously. 

Square Armour Rd   – Request for street light at intersection of Range Rd and signage on Range Road indicating street location

  • Request submitted by D. Goss of Squire Armour Road 

  • This request was tabled on 1/17/02 for further review. The State has looked at the area and has agreed to amend their signage to show Squire Armour on signs located along Range Road . The Town retains jurisdiction on the installation of a street light. Mr. Moeckel moved to deny the request as intersection of Squire Armour and Range Road is open and no discernable need was shown. Mr. DeLong seconded. Passed unanimously.

Cardinal and Oriole Road – Request for STOP signs at intersection of streets

  • Request submitted by J. Donohue of Cardinal Road .

  • This request was tabled on 1/17/02 for further review. Mr. Moeckel moved to deny the request for Stop signs but recommended the installation of double line around the curve from Oriole onto Cardinal. Mr. DeLong seconded. Passed unanimously.
