  1. DISCUSSION regarding request by Mr. and Mrs. Yeghiayan to name a hill after President Lincoln: Suzanne Landry Noyles was present to explain the history of the area. Since the 1940's this area has been called Landry's Hill. The name has been a tradition for many years and is a known point of reference in town. The Wilson family who owned land in the area in the 1800's, called the first road Wilson Road. When the land was developed for housing a few years ago, the developer drew on the Wilson name, called it Presidential Estates and named two other roads after presidents. Traditionally it takes years for an area to acquire a landmark name that is historically connected. Therefore, the Commission is not in favor of the town formally re-naming this entire area "Lincoln Hill". The Yeghiayan family may of course call their land Lincoln hill if they choose to. Motion made by C.Pynn and seconded by T. Furlong to advise against re-naming this area Lincoln Hill. Motion passed 4-0.

  2. COMMENTS to Planning Board on Costa subdivision (9-A-1501) and Colantuone site plan (11--240):The Commission determined that neither plan contains or will impact historic areas or structures.

  3. BARTLEY HOUSE RE-USE: T. Furlong and C.Todisco have been researching possible uses for this building when the Planning Dept. vacates. Jim Garvin from the NHDHR advises that the building might be leased to a private business. A lease agreement with a private entity might be of great benefit, and the town could impose certain protections for the Bartley House. The town could condition any lease of the building with the terms that would explicitly require that the existing exterior or interior integrity of the building be maintained. The first floor framing of the building has been weakened due to chronic condensation in the cellar, and the dry laid south foundation is beginning to lean inward due to frost and water action. A lessee could be offered advantageous lease terms in return for correcting these problems. The Secretary of the Interior's Standards should be used as a guideline for improvements such as possible removal of the vinyl siding and replacing window sash to a style that is more compatible with the original. The Secretary's Standards could be written into any lease that the community might offer a private business. Suggestion by C.Webber that a conceptual drawing and a prospectus be drawn up to provide interested parties with information. The Commission will be working toward developing a plan for presentation when the subject comes before the town.


OLD BUSINESS: Minutes from January 14 meeting read and goals ammended to include reorganinzing the Historic Resource List. Minutes accepted as ammended.

C.Pynn attended the Planing Board meeting February 17 to address the naming of the road at Stonewall subdivision. Mr. Nickerson had no objection to the name Squire Armor Road as suggested by the Commission.

A possible answer to the question: How did Fletcher's Corner get its name? This name might possibly be related to the Fletcher family who lived in the area but over the Pelham line.

NEW BUSINESS: The Conservation Commission has requested that this commission do a site walk with them on Sunday March 21 on lot 11-C-1100 behind the Presbyterian Church. This lot contains an important historical archeological mill site, dam, and bridge.

The State is accepting applications for nominations for the 1999 Annual Preservation Awards. The Commission will consider nomination of a project for next year, but must be prepared with slides of the project. Project as yet to be chosen.

Next meeting to be held April 8, 1999 at 4PM Town Hall.
