HISTORIC DISTRICT COMMISSION
MAY 14, 1998

  1. Regional Environmental Planning Program (REPP): C.Pynn along with conservation and planning board members attended this workshop. REPP is a statewide initiative to inventory and prioritize those areas within N.H. towns that the community wishes to inventory and protect. The HDC was given a map of Windham on which to mark important historical areas such as millsites, stone foundations, stone walls, buildings, and historic areas. The map will be completed and returned to the Rockingham Planning Commission. Ultimately the mapped information will be used to develop regional priorities for protection of important natural, cultural and historic resources.
  2. Heritage Commission: Al Turner has been contacted with the request that the Heritage Commission be included on the town site plan check list when a new development plan will impact any of Windham's historic resources. This request is now formally in effect and the first plan review this commission will be charged with is the Castle Reach subdivision. The commission discussed the fact that this area contains cellar foundations and stone walls. A request will be made that the Abbott/Bahan cellar foundation be preserved and that the stone walls be left intact. The commission will also suggest that the proposed street names be changed to reflect the names of the original settlers in that area. Suggested names are Bahan Road and Jenny's Hill Road.
  3. Master Plan Subcommittee: The HDC has been contacted with a request for a facilities review of the Armstrong Building. The commission feels that this building fulfills the museum and town board meeting room needs for the next ten years. The commission does have a concern with the fact that this building is being separated out as a singular structure when in fact it is part of a six building Historic District. The area should be dealt with as a whole and all the buildings and their uses should be addressed together. The commission's response will be these comments as well as stating that more time is needed to thoroughly evaluate the future needs of this historic area.
  4. Senior Center Plantings: C.Webber will remind the Board of Selectmen that planting is to be done at the ramp railings between the Senior Center and the Bartley Building. She will also inquire whether the commission is to help with this project.
  5. Minutes of April 14, 1998 read and accepted. The next meeting will be June 11 at 4pm at town hall
