HISTORIC DISTRICT/HERITAGE COMMISSION
FEBRUARY 14, 2002
Present: T. Furlong, C. Pynn, P. Schena, and C. Webber
Minutes: C. Webber made a motion to accept the January minutes. T. Furlong seconded the motion. With the abstention of C. Pynn, who was excused from the January meeting, the January minutes were accepted by unanimous vote.
Presentation and discussion of correspondences and/or other new issues
P. Schena reported on a correspondence received from the Department of Transportation concerning an upcoming meeting related to the I93 project.
Concerning the Windham Presbyterian Church project, C. Pynn expressed concern about the installation of the proposed cemplank siding. Specifically, she noted that the quality of the installation could significantly negatively impact the historic district if not done properly. She proposed that the commission contact Mr. D. Mires, the architect for the project, inquire about installation procedures, and request that the Commission receive periodic updates on the progress of the project. This proposal received the endorsement of Commission members.
C. Pynn also suggested that the Commission study a possible amendment to the HDC Ordinance to prohibit the use of synthetic siding materials on all construction in town historic districts. P. Schena agreed to conduct research on the experience and practice of other communities and to report back to the Commission on this matter.
Lastly, C. Pynn reintroduced the possibility of helping raise public or private funds to relocate and repurpose the Windham Depot Station building. She recommended a visit to the site in the spring to review the current state of the structure for maintenance purposes. Commission members also endorsed this recommendation.
Review of plan/project submissions
The Commission reviewed the Bissell Camp project and submitted remarks to the Planning and Zoning Board.
There being to further business to come before the Commission, the Meeting was adjourned at 4:55 PM.
