HISTORIC DISTRICT/HERITAGE COMMISSION

Review and approval July minutes
C. Webber made a motion to accept the July Minutes as written. T. Fulong seconded the motion. The July Minutes were accepted by unanimous vote.

Report on HDC ordinance
P. Schena reported that D. Sullivan had completed his review of the Commission's ordinance and provided copies of the document at each revision. P. Schena distributed for review the last revision of the document, i.e. the form of the ordinance currently in effect. Discussion of the state of the ordinance and associated procedural materials will resume at the Commission's next scheduled meeting.

2002 LCHIP Grant Application
P. Schena reported that the Rockingham Planning Commission LCHIP Grant Application process had been rescheduled to begin, initially with eligibility approval, in November. Further at the Commission's next scheduled meeting. to its earlier discussion of the matter, the Commission agreed to consider submission of an LCHIP application for restoration and renovation of the Searles School. P. Schena was asked to request an application for the grant. Discussion of the grant process will also resume at the Commission's next scheduled meeting.

Presentation and discussion of correspondences and/or other new issues

  1. Union Hall Landscaping
    The Commission revisited from its July meeting its review of the landscaping work that was performed, without the Commission's prior approval, at the West Windham Union Hall, a historic district. Note was taken that the Commission's required modifications had not yet been implemented. The Commission agreed to follow-up on the status of the modifications with representatives of the Union Hall project.
  2. Letter to Federal Highway Administration Regarding I-93 Project
    C. Pynn noted the Commission's receipt of a letter from the N.H. State Department of Transportation informing the Commission, with respect to the proposed widening of the I-93 corridor, that should it wish to become a consulting party to the project, the Commission must submit a letter to that effect to the Federal Highway Administration. P. Schena agreed to draft and send the letter.


Review of plan/project submissions
Plans for the following projects were reviewed by the Commission and remarks noted for submission to the Planning and Zoning Board:

    Sheffield Street Community Well
    Windham Auto Sales Site Plan, 8-BB-1
    Ellen Field Apartments
    Nassar Subdivision
    Blanchard Subdivision
    Lamplighter Village (2)
    Stolarz Subdivision
    Windham Presbyterian Church
    Donovan Change of Use


There being to further business to come before the Commission, the Meeting was adjourned at 6:10 PM.
