HISTORIC DISTRICT/HERITAGE COMMISSION
April 12, 2001
Present: T.Furlong; C.Pynn; P.Schena; C.Webber
Minutes: Motion by T.Furlong, second by C.Webber to accept minutes of March 8, 2001. Voted to accept with P.Schena obstaining.
Election of officers for the coming year: Motion by C.Webber, second by C.Pynn to nominate P.Schena as Chairman. Voted in the affirmative with P. Schena obstaining.
LCHIP grant status:
- Final application has been made to LCHIP for matching grant funds for rehabilitation of the Bartley House.
- Letters of support from various Town groups were included with the application. These included the Lion's Club, Historic Society, Conservation Commission and Historic District Commission and others.
- The Historic District Commission submitted a letter of support to the Conservation Commission to be included with their grant application.
Estimate for repair of Bartley House: Discussion ensued regarding estimates for repair as well as what direction the Commission would wish to take if the grant money is denied. The Commission is not certain if a new roof is needed at this time. The Commission feels that the eighty thousand dollars appropriated by the town should be spent on structural and drainage problems.
Culvert at Church Street: The Commission is concerned that the historic, original culvert will be compromised. A small part of the original Haverhill Road remains and a section of the bridge is an example of ancient bridge building techniques. A few possibilities were discussed including removing trees from the top of the old culvert and putting skirts to the entrance of the new culvert. Also dying the cement brown so it won't look new, then putting a row of stones on top of the cement. C. Webber will ask Dave Sullivan for the plans for repair so the Commission may review it.
New Town vault: The Commission will have to review these plans as this addition is in an historic district. Also historic files will have to be temporarily removed during construction. The Commission will ask the Museum Trustees if they may be stored for a short time in the Armstrong Building and will ask for volunteers to move them.
Communication: Letter received from the NHDHR regarding nominations for the 2001 Preservation Awards. The Commission does not have a project to submit at this time.
Meeting adjourned at 6pm. The next meeting of the Historic District/Heritage Commission will be on May 10th at 4pm Town Hall.
Respectfully Submitted,
Carol Pynn
Chairman, Historic District/Heritage Commission
