Mrs. Fallon appointed Mr. Adams to replace Cherie Howell and Mrs. Lucas to replace Mr. Finn for this meeting.

Spruce Pond, Phase I
Presenters, Joe Maynard of Benchmark Engineering and Jim Gove of Gove Environmental
200 Acres (27-28 acres in Neighborhood Business District, remainder in Rural)
48 Residential Lots, 2 Lots in the Neighborhood Business District

Mr. Maynard explained that he was looking for input from the Conservation Commission before submitting his Dredge & Fill Applications. There will be four Dredge & Fill areas, 1700 square feet, 26,000 square feet, 400 square feet and 600 square feet for a total impact of 28,700 square feet. Drainage was discussed; the Commission would like culverts to be used. Mr. Gove said that there are vernal pools in the protected area. There will be a total of 108.99 acres in open space. Areas of significance are well protected. Mr. Maynard said that there would be protective covenants. Significant wetlands are far away from houses. Mrs. Fallon said that she would like to see the entire plan. Mr. Maynard said that the Dredge & Fill Applications would be submitted in the next couple of weeks. Mr. Maynard will attend another Conservation meeting in order to show drainage plans. Mr. Gove explained that hay bales are no longer an accepted process with the EPA. The EPA would rather see silt fence or stump grindings.

After reviewing the submitted plan the Conservation Commission had the following comments.

  • We would support 24' - 26' road widths to minimize impact on the area.
  • We would support a connection to Derry.
  • Would like to be present at any or all site walks.
  • Need soils or topographical information to see the overall impact to the environment.


Other Business
Mr. Capron motioned to unseal a portion of the November 7, 2002 minutes as requested by Mr. Harvey. Mr. Seniow seconded the motion. Passed unanimously.

Mr. Seniow motioned to seal the February 6, 2003 minutes. Mrs. Lucas seconded the motion. Passed unanimously.

Mr. Nassar offered to work with the Commission regarding road widths since Windham does not have a regulation for road width.

Mr. Adams discussed with the Members comments made at the February 25, 2003 Zoning Board of Adjustment meeting regarding Case #6-2003.

Mr. Capron motioned to have the Vice-Chairman move to the position of Chairman and the Secretary move to the position of Vice-Chairman. Mr. Seniow seconded the motion. Passed unanimously. Miss Skinner nominated Mr. Seniow for Secretary. Mr. Adams seconded the nomination. Passed unanimously.

Mr. Capron motioned to approve the Stewardship Plan in relation to the Ingersoll Property. Miss Skinner seconded the motion. Passed unanimously.

Mr. Seniow motioned to accept the Conservation Easement providing Attorney Campbell approves it. If it is not approved the Conservation Commission's vote would not stand. Miss Skinner seconded the motion. Passed unanimously.

Minutes
Mr. Capron motioned to accept the February 13, 2003 minutes as written. Mr. Adams seconded the motion. Passed unanimously.

Mr. Seniow motioned to go into non-public session to discuss land acquisition. Miss Skinner seconded the motion. Passed unanimously.

The next meeting of the Conservation Commission is scheduled for March 13, 2003 at 7:30 PM in the Planning & Development Office.
