Minutes
Mr. Seniow motioned to accept the February 14, 2002 minutes. Ms. Skinner seconded the motion. Passed unanimously.

Whispering Winds - Planning Board Plans
After reviewing the submitted plan the Conservation Commission had the following comments:

  • Proximity to Beaver Brook should be considered. Beaver Brook is one of the three major brooks in Windham.
  • It would be helpful to show the off-site wetlands.
  • Delineate continuation of WWPD.
  • Explain why previously approved buildings being replaced.
  • Further comments will be provided after a review of the detailed plans.
  • The Conservation Commission would like a Presenter to accompany the detailed plans.


During a workshop meeting with the Planning Board the Conservation Commission was advised that when it is asked to comment on plans the applicable Planning board minutes would accompany the request. This procedure has only happened once.

Mr. Seniow excused himself from this application. At the request of the applicant, Mr. Keith Murray of Meisner Brem Corporation, this was rescheduled from the February 14, 2002 meeting. The total wetland impact is 1,012 square feet. Mr. Finn will write a letter to the DES regarding this request. The Commission reviewed the submitted plan and felt that it was not appropriate for this area. The applicant did not attend the meeting.

Other Business
Mr. Seniow contacted the Leggat Family regarding their 40-acre parcel (Lot 20-D-4000) that abuts Gage Land. Mr. Seniow reported that the Leggett Family will be having their property appraised and would be looking to sell sometime in the future.

Mrs. Howell read a memo regarding the use of ATV's at the Castle Reach Pump House area. Mrs. Howell purchased signs ($0.50 each) that will be posted by Mr. Craig Francisco advising the public that the use of wheeled vehicles in this area is prohibited.

Mrs. Howell advised the Members that round three for the LCHIP grant will be coming up. It is scheduled to open in early summer, possibly even April or May.

Applications are now being accepted for the 2002 Save America's Treasures. Applications are available through the National Park Service and must be received by April 5, 2002. Grants are available for preservation and/or conservation work on nationally significant intellectual and cultural artifacts and historic structures and sites that are threatened, endangered or demonstrate a preservation/conservation need.

The National Park Service is also accepting pre-applications for the Urban Park Recreation Recovery Program. Grants of up to $1million are available for revitalization projects to remodel, rebuild or develop existing outdoor and/or indoor recreation areas. The pre-application deadline is March 29, 2002 and eligible applicants include local governments, private nonprofits, community groups and county or regional park authorities.

Mrs. Fallon advised the Members that she met with the Chairman of the Pelham Conservation Commission who would like to set up a meeting in approximately three weeks with the Windham Conservation Commission.

  1. Letter from Meisner Brem dated 2/14/02 requesting the Dredge & Fill request be continued to the 2/28/02 meeting.
  2. Letter from DES dated 2/13/02 regarding H&B Homes. Request for more information regarding the NH RT 28-Rockingham Road location.
  3. Letter from DES to H&B Homes dated 2/19/02 regarding notification of Forest Management activities for lot 3-B-265.


Mr. Capron motioned to adjourn at 8:55 PM. Mr. Seniow seconded the motion. Passed unanimously.

The next meeting of the Conservation Commission is scheduled for March 14, 2002 at 7:30 PM in the meeting room at the Planning & Development Office.
