The Chairman appointed Mrs. Lucas to replace Mr. Seniow and Mrs. Fallon to replace Miss Skinner for this meeting.

Minutes
Mrs. Howell motioned to approve the October 25, 2001 minutes. Mr. Capron seconded the motion. Passed unanimously.

12 Sheffield Street - Dredge & Fill
Mrs. Howell motioned not to sign the Dredge & Fill request for 12 Sheffield Street. Mr. Capron seconded the motion. Passed unanimously. Mr. Finn will write a letter to the DES, that will accompany the Dredge & Fill Application, regarding the request for 12 Sheffield Street.

Bicycle Path
Tim Shriner of the Trails Sub-Committee introduced Linda Harvey of the Salem, N.H. Conservation Commission. Mrs. Harvey is also a member of the Rail Trail Sub-Committee of Conservation Commissions and the Bicycle Pedestrian Advisory Board. Mrs. Harvey said that the NHDOT convinced the state of two things:

  • Include the potential for a Bike Path to be constructed in conjunction with the widening of Interstate 93.
  • Hire a Consulting Group to study bicycling in the state of New Hampshire.

Two alternatives to be studied:

  • Conversion of rail bed from Manchester to Concord.
  • Widening of local roads

Study expected to be completed within one year.

The policy of the New Hampshire Department of Transportation when a highway is being redone is to reconstruct with a minimum of four-foot shoulders. Suggestions have been made to narrow 12-foot lanes down to 11 or 10 1/2 feet. Narrower lanes slow down traffic.

This preliminary plan lacks soils information

Lamplighter Village - Planning Board Plans
After reviewing the plans submitted the Conservation Commission had the following comments:

  • Need to completely understand the impact of construction of the retaining wall and box culvert structure specifically in the area of stations 4 + 25 to 5 + 75.
  • At worst condition approximately a 7-foot grade differential will be introduced (Station 5 + 00). More detail of retaining wall at these critical sections and methods utilized to contain sedimentation and erosions are necessary.
  • Retaining wall section on details plan sheet appears to indicate a maximum of a 5-foot grade differential.

Lot #22-B-28, Case #56-2001 - Zoning Board Application
110 South Shore Road
Additional construction to primary residence is within setback for shoreline protection RSA 483-B:9, II (B)). Plan should depict natural mean high water level.

Mrs. Linowes motioned to adjourn at 10:05 PM. Mrs. Fallon seconded the motion. Passed unanimously.

The next meeting of the Conservation Commission will be on December 13, 2001 at 7:30 PM in the meeting room at the Planning & Development Office.
