The Chairman appointed Mr. Rouillard to replace Mrs. Howell and Mrs. Lucas to replace Mrs. Davis for this meeting.

Minutes
Mr. Capron motioned to accept the August 23, 2001 minutes. Mr. Rouillard seconded the motion. Passed unanimously.

Nassar Subdivision - Planning Board Plans
The Members reviewed the preliminary plans presented by Mr. & Mrs. Nassar and had the following comments:

  • The Members will make recommendations after their scheduled October 13, 2001 Site Walk.



Lamplighter Village - Planning Board Plans
This is a 79-acre parcel that is subdivided into 15 buildings with 4 units each. After reviewing the plans provided the Members had the following comments:

  • More detail is needed on culvert location and specific cross section of road construction adjacent to Seavey Pond.
  • Additional comments and recommendations will be made after the October 13, 2001 Site Walk.



Lot #11-A-244, Case #51-2001 - Zoning Board Application
6 Yorkshire Road
A variance is requested from Section 601.3 of the Zoning Ordinance to permit the retaining wall and associated fill to stay in place. After reviewing the application the Members had the following comments:

  • Wetlands and soil types are not delineated
  • Additional comments and recommendations will be made after the September 29, 2001 Site Walk.



Other Business
Mr. Rouillard advised the Members that the Conservation Commission should be receiving a check in excess of $3500.00 (trails construction) from the State of New Hampshire.

Mail

  • NHDES Wetlands and Non-Site Specific Permit 2000-01831, Location Searles Road, Lot #7-A-400 + 691.
  • NHDES Notification of Project Reclassification, File #2001-01623, Project - Windham Presbyterian Church.
  • NHDES - New Hampshire Environment 2000 report that provides an overview of the wide-ranging environmental issues currently facing New Hampshire.
  • Letter from Al Turner to Cathy Whittaker & Paul Buckley regarding Lot #11-A-244.
  • RPC, David Wickliffe, GIS Specialist, town based water resources maps.
  • Memo from Eric Twarog, Assistant Town Planner, regarding a Site Walk for parcel 8-A-54, 21 Seavey Road, scheduled for October 13, 2001 at 8:00 AM.
  • Rockingham County Conservation District, Tracy Degnan, Conservation Specialist, schedule an informal meeting and include the Pelham Conservation Commission
  • NHDES Public Rulemaking hearing addressing the subject of docks located over rivers and streams. Hearing is scheduled for Monday, October 22, 2001 at 2:00 PM, Room 112 at Six Hazen Drive.
  • Tennessee Gas Pipeline is scheduling maintenance activities this Autumn on existing natural gas easement through Windham.
  • NHDES - 2001 Watershed Restoration Grants request for proposals. Application deadline November 16, 2001.


Mr. Rouillard motioned to adjourn at 8:48 PM. Miss Skinner seconded the motion. Passed unanimously.

The next meeting of the Conservation Commission will be on October 11, 2001 at 7:30 PM in the meeting room at the Planning & Development Office.
