Minutes
Mr. Finn made a motion to accept the minutes from the March 8th meeting. Miss Skinner seconded the motion. Passed unanimously.

The Conservation Commission withdrew its comments regarding Zoning Board Case #25-G-170+138 (7-2001) on 27 Emerson Road. Regulations permit building 50 feet from Rock Pond. The proposed house is 60 feet from Rock Pond.

Castle Reach Site Walk - Department of Transportation Phases II + III
The site walk took place on March 15, 2001. Those attending were Marc Laurin, DOT Environmental Coordinator along with two Department of Transportation Consultants, Jim Gove of Gove Environmental, Eric Twarog, Assistant Planner for the Town of Windham, Cherie Howell, Chairperson of the Conservation Commission and James Finn, Member of the Conservation Commission. This area was reviewed as possible wetlands mitigation area for the I-93 expansion project. The wetland types and wildlife habitats impressed the attendees.

Ballard Subdivision - Planning Board Plans
The Commission reviewed the submitted subdivision plans as submitted. Additional comments on the Ballard Subdivision will follow after the site walk that is scheduled for March 24, 2001. The property falls under the jurisdiction of the Shoreline Protection Act (a summary is attached, but the builder should consult this and also "A Guide to Developing and Re-Developing Shoreline Property in New Hampshire"). Erosion controls of silt fence and hay bales should be used around the small wetland and to protect the lake waters during construction.

Other Business
On March 21, 2001 the Conservation Commission attended the Department of Transportation Resource Agency Meeting. Cherie Howell presented a proposal for the Castle Reach preservation site for compensatory mitigation of the I-93 proposal.

Miss Skinner made a motion to write a letter to NH LCHIP in support of the Historic District Commission's efforts regarding the Bartley House Restoration Project. Mrs. Carlson seconded the motion. Passed unanimously.

Mrs. Carlson made a motion to reimburse Mrs. Howell $83.38 for supplies and color copies for two presentations. Mr. Finn seconded the motion. Passed unanimously.

A Public Walk at Gage Lands is scheduled for Earth Day, April 21, 2001. All interested will meet at the Bear Hill Road Extension. Notice of this public walk will be posted in the "Windham Independent".

Mrs. Howell made a motion to adjourn at 9:05 PM. Miss Skinner seconded the motion. Passed unanimously.

The next meeting of the Conservation Commission will be on April 12, 2001 at 7:30 PM in the Town Hall.
